What is the name of a genetic kidney defect that causes the ureters to be too small and cause serious problems with stones. Is it potentially life threatening?

I am unable to provide a specific diagnosis based on the information that you present.  The general area of genetic disease is known as congenital abnormalities of the kidneys and urinary tract (CAKUT) however, the exact diagnosis would require consultation with a urologist or a geneticist.  I suggest that you see your primary care physician (PCP) and see if a referral is appropriate.
