Does my mother have to be on dialysis before she is referred to a kidney transplant center? She suffers from Stage 5 CKD due to Polycystic Kidney Disease. She lives in Texas.

No.  As long as her estimated glomerular filtration rate (eGFR) is consistently less than 20 milliliters per minute per 1.73 meters squared, she can be referred to a transplant center for evaluation as to whether she could be added to the transplant waiting list.
