Can we increase the GFR level if it is less than 15?

That depends on the cause.  It may be possible to improve kidney function, if the cause is acute kidney injury (AKI).  If the cause is chronic kidney disease (CKD), then improvement is less likely.  The kidney has the capacity to recover some kidney function in cases of AKI, whereas it does not when there is CKD present.
